K\u00f5ige levinum on kolme samba mudel, mis on tuttav ka Eestis:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>I sammas (Riiklik pension ehk solidaarsuspension):<\/b><b>\n<p><\/b><\/li>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Olemus:<\/b><span style=\"font-weight: 400;\"> See on tavaliselt riigi poolt korraldatud ja tagatud pensioniskeem, mille eesm\u00e4rk on pakkuda baassissetulekut vanadusp\u00f5lves ning kaitsta vaesuse eest. See tugineb sageli solidaarsusp\u00f5him\u00f5ttele: t\u00e4nased t\u00f6\u00f6tajad maksavad oma maksudest ja sotsiaalmaksudest kinni t\u00e4naste pension\u00e4ride pensionid (nn <\/span><i><span style=\"font-weight: 400;\">pay-as-you-go<\/span><\/i><span style=\"font-weight: 400;\"> s\u00fcsteem). M\u00f5nes riigis rahastatakse seda ka otse riigieelarvest.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>V\u00e4ljakutsed:<\/b><span style=\"font-weight: 400;\"> Riiklikud s\u00fcsteemid on paljudes Euroopa riikides surve all. Rahvastik vananeb, s\u00fcndimus on madal ja oodatav eluiga pikeneb, mis t\u00e4hendab, et \u00fcha v\u00e4hem t\u00f6\u00f6tajaid peab \u00fclal pidama \u00fcha suuremat hulka pension\u00e4re. See seab kahtluse alla s\u00fcsteemi pikaajalise j\u00e4tkusuutlikkuse ja sunnib riike tegema reforme (nt pensioniea t\u00f5stmine, indekseerimisreeglite muutmine).<\/span><\/li>\n<\/ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>II sammas (T\u00f6\u00f6andja- v\u00f5i kutsealane kogumispension):<\/b><b>\n<p><\/b><\/li>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Olemus:<\/b><span style=\"font-weight: 400;\"> See sammas on seotud t\u00f6\u00f6suhtega. Sissemakseid teeb kas t\u00f6\u00f6andja, t\u00f6\u00f6taja v\u00f5i m\u00f5lemad koos. II sammas v\u00f5ib olla kohustuslik, pool-kohustuslik (nt teatud sektorites v\u00f5i kollektiivlepingutega kaetud) v\u00f5i vabatahtlik. Eesm\u00e4rk on t\u00e4iendada riiklikku pensioni ja tagada k\u00f5rgem sissetulek pensionieas. Erinevalt I sambast on II sammas enamasti kogumisp\u00f5him\u00f5ttel \u2013 Sinu sissemaksed investeeritakse ja pensioni suurus s\u00f5ltub kogunenud s\u00e4\u00e4studest ja investeeringute tootlusest.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Skeemid:<\/b><span style=\"font-weight: 400;\"> Levinud on m\u00e4\u00e4ratud v\u00e4ljamaksega skeemid (DB \u2013 <\/span><i><span style=\"font-weight: 400;\">defined benefit<\/span><\/i><span style=\"font-weight: 400;\">), kus pensioni suurus on eelnevalt kindlaks m\u00e4\u00e4ratud (nt protsent viimasest palgast), ja m\u00e4\u00e4ratud sissemaksega skeemid (DC \u2013 <\/span><i><span style=\"font-weight: 400;\">defined contribution<\/span><\/i><span style=\"font-weight: 400;\">), kus on kindlaks m\u00e4\u00e4ratud sissemakse suurus, kuid pensioni v\u00e4ljamakse s\u00f5ltub investeeringute edukusest. Viimased on muutumas \u00fcha domineerivamaks.<\/span><\/li>\n<\/ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>III sammas (Individuaalne vabatahtlik pension):<\/b><\/li>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Olemus:<\/b><span style=\"font-weight: 400;\"> See sammas r\u00f5hutab isiklikku vastutust ja initsiatiivi. Iga\u00fcks saab vabatahtlikult koguda endale t\u00e4iendavat pensioniraha, kasutades selleks erinevaid finantstooteid: pensionifondid, kindlustuslepingud (sh pensionikindlustus), investeerimiskontod jms.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><b>Eelised:<\/b><span style=\"font-weight: 400;\"> Riigid p\u00fc\u00fcavad III samba kogumist sageli soodustada maksusoodustustega (nt sissemaksete tulumaksuvabastus v\u00f5i tagastus). See annab inimesele suurema paindlikkuse ja kontrolli oma pensionis\u00e4\u00e4stude \u00fcle.<\/span><\/li>\n<\/ul>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Lisaks neile traditsioonilistele sammastele on Euroopa Liidus loodud ka <\/span><b>Pan-Euroopa Personaalpensionitoode (PEPP)<\/b><span style=\"font-weight: 400;\">. See on vabatahtlik personaalpensioniskeem, mis pakub \u00fchtsetel alustel pensionikogumise v\u00f5imalust kogu ELis. Igal riigil on oma ajalooliselt kujunenud s\u00fcsteem, mis peegeldab kohalikke sotsiaal-majanduslikke tingimusi, poliitilisi valikuid ja kultuurilisi erip\u00e4rasid. Siiski v\u00f5ib s\u00fcsteeme laias laastus grupeerida teatud mudelite alla.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Akadeemilisemalt r\u00e4\u00e4kides eristatakse tihti <\/span><i><span style=\"font-weight: 400;\">Bismarckian<\/span><\/i><span style=\"font-weight: 400;\"> s\u00fcsteeme (nt Saksamaa, Austria, Prantsusmaa), mis on traditsiooniliselt tugevalt seotud inimese t\u00f6\u00f6staa\u017ei ja sissetulekuga ning kus riiklikul I sambal on keskne roll. Teisalt <\/span><i><span style=\"font-weight: 400;\">Beveridgean<\/span><\/i><span style=\"font-weight: 400;\"> s\u00fcsteemid (nt \u00dchendkuningriik, Iirimaa, Holland, P\u00f5hjamaad) p\u00fc\u00fcavad tagada teatud miinimumsissetuleku k\u00f5igile residentidele, rahastades seda peamiselt \u00fcldistest maksudest, ning kus II ja III sambal v\u00f5ib olla suurem osakaal. T\u00e4nap\u00e4eval on paljud s\u00fcsteemid segu m\u00f5lemast mudelist.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Vaatame m\u00f5ne riigi n\u00e4itel, kuidas pensionisambad praktikas toimivad:<\/span><\/p>\n<h3><b>Rootsi<\/b><\/h3>\n<p><a href=\"https:\/\/www.pensionsmyndigheten.se\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Rootsi pensionis\u00fcsteemi<\/span><\/a><span style=\"font-weight: 400;\"> peetakse sageli \u00fcheks eesrindlikumaks ja mitmek\u00fclgsemaks. See koosneb kolmest osast:<\/span><span style=\"font-weight: 400;\"><br \/><\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><i><span style=\"font-weight: 400;\">Inkomstpension<\/span><\/i><span style=\"font-weight: 400;\"> (sissetulekupension \u2013 I sammas): P\u00f5hineb eluaegsetel sissetulekutel.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><i><span style=\"font-weight: 400;\">Premiepension<\/span><\/i><span style=\"font-weight: 400;\"> (preemiapension \u2013 osa I\/II sambast): V\u00e4ike osa sissetulekust (2,5%) suunatakse individuaalsele kontole, kus inimene saab ise valida kuni viis investeerimisfondi. See on huvitav segu riiklikust ja individuaalsest l\u00e4henemisest.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><i><span style=\"font-weight: 400;\">Tj\u00e4nstepension<\/span><\/i><span style=\"font-weight: 400;\"> (t\u00f6\u00f6andjapension \u2013 II sammas): Enamiku Rootsi t\u00f6\u00f6tajate jaoks kollektiivlepingutega kaetud ja v\u00e4ga oluline osa kogupensionist.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Lisaks on olemas vabatahtlik III sammas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><i><span style=\"font-weight: 400;\">M\u00e4rks\u00f5nad:<\/span><\/i><span style=\"font-weight: 400;\"> Paindlikkus, valikuv\u00f5imalused, tugev II sammas.\u00a0<\/span><\/li>\n<\/ul>\n<h3><b>Saksamaa<\/b><\/h3>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Traditsiooniliselt v\u00e4ga tugeva riikliku I sambaga (<a href=\"https:\/\/www.deutsche-rentenversicherung.de\/DRV\/DE\/Rente\/Allgemeine-Informationen\/allgemeine-informationen-rente-node.html\" target=\"_blank\" rel=\"noopener\">Gesetzliche Rentenversicherung<\/a>), mis p\u00f5hineb Bismarcki mudelil. Viimastel aastak\u00fcmnetel on aga hakatud \u00fcha enam r\u00f5hku panema ka II ja III sambale, et tulla toime demograafiliste muutustega.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">II sammas h\u00f5lmab t\u00f6\u00f6andjapensioneid (<\/span><i><span style=\"font-weight: 400;\">betriebliche Altersversorgung<\/span><\/i><span style=\"font-weight: 400;\">) ja riiklikult toetatud erapensioniskeeme nagu <\/span><i><span style=\"font-weight: 400;\">Riester-Rente<\/span><\/i><span style=\"font-weight: 400;\"> (suunatud madalama ja keskmise sissetulekuga inimestele) ja <\/span><i><span style=\"font-weight: 400;\">R\u00fcrup-Rente<\/span><\/i><span style=\"font-weight: 400;\"> (suunatud pigem FIE-dele ja k\u00f5rge sissetulekuga inimestele).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">III sammas on samuti kasvamas.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><i><span style=\"font-weight: 400;\">M\u00e4rks\u00f5nad:<\/span><\/i><span style=\"font-weight: 400;\"> Tugev I sammas, kasvav II ja III samba roll, riiklikud subsiidiumid erakogumisele. <\/span><i><span style=\"font-weight: 400;\">(Lisainfo: Deutsche Rentenversicherung)<\/span><\/i><\/li>\n<\/ul>\n<ul><\/ul>\n<h3><b>Holland<\/b><\/h3>\n<p><a href=\"https:\/\/www.svb.nl\/en\/aow-pension\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Hollandi pensionis\u00fcsteem<\/span><\/a><span style=\"font-weight: 400;\"> on korduvalt rahvusvahelistes pingeridades esikohtadel trooninud, eriti t\u00e4nu oma v\u00e4ga tugevatele ja h\u00e4sti rahastatud t\u00f6\u00f6andjapensionitele (II sammas).<\/span>\u00a0<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">I sammas (<\/span><i><span style=\"font-weight: 400;\">AOW<\/span><\/i><span style=\"font-weight: 400;\">) tagab baaspensioni k\u00f5igile elanikele.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">II sammas on peaaegu k\u00f5igile t\u00f6\u00f6tajatele kollektiivlepingutega kohustuslik ja moodustab l\u00f5viosa pensionist. Need on tavaliselt m\u00e4\u00e4ratud v\u00e4ljamaksega v\u00f5i h\u00fcbriidskeemid, mida haldavad suured valdkondlikud pensionifondid.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">III sammas on v\u00e4hem levinud, kuna II sammas on nii tugev.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><i><span style=\"font-weight: 400;\">M\u00e4rks\u00f5nad:<\/span><\/i><span style=\"font-weight: 400;\"> Maailma tippklassi II sammas, k\u00f5rge asendusm\u00e4\u00e4r (pensioni suhe viimasesse palka).<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3><b>Eesti<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">Meie kolmesambaline s\u00fcsteem on sarnane paljude teiste Euroopa riikidega. I sammas on riiklik vanaduspension. II sammas (kohustuslik kogumispension) muudeti hiljuti vabatahtlikuks, mis on toonud kaasa palju arutelu ja vajaduse inimestel oma valikud uuesti l\u00e4bi m\u00f5elda. III sammas on vabatahtlik ja pakub maksusoodustusi.
